SUBJECT: APM 390, Postdoctoral Scholars Benefits Update

APM 390 - Postdoctoral Scholars, was formally announced and distributed in July 2003. At that time, UCOP planned to implement a separate benefits plan for all postdoctoral scholar employees and fellows effective January 1, 2004. Because that plan is behind schedule, they have provided us with an update on the planning process and a summary of how the delay will affect various aspects of APM 390 and related policies.

In Fall 2003, the benefits implementation date goal was delayed from January 1, 2004 to July 1, 2004, based on the administrative complexities of developing separate benefits plans for postdoctoral employees and fellows. Currently, the plan is to secure a broker for the separate benefits plan by July of 2004 and to initiate the plan on January 1, 2005. A timetable is in place, and UCOP is expecting no further delays. Fortunately, most postdoctoral scholars currently have health insurance, and can keep this coverage until the new program is implemented. Some postdoctoral scholars will have to wait for dental and vision coverage, which we know is important to them, but not as crucial as medical insurance.

Because APM 390's transition guidelines (APM 390 - Appendix A) anticipated a January 1, 2004 implementation date, certain of its components needed to be corrected and updated. The annotated document conforms the effective dates to the new January 2005 implementation target and makes certain other corrections. This version is being made available to the campuses to summarize the effects of the delay on various aspects of APM 390 and related policies-the appendix to APM 390 will be officially corrected later this year.

In summary, campuses should continue to appoint postdoctoral employees in Title Codes 3240 and 3370 until January 1, 2005. Current benefits associated with those titles, including current sick leave and vacation, will apply until that time. All other provisions of APM 390 will apply as originally announced.
