IRVINE: EXECUTIVE VICE CHANCELLOR July 18, 2003
SUBJECT: APM 390, Postdoctoral Scholars APM 390 - Postdoctoral Scholars, was formally announced and distributed per my memo dated June 19, 2003. The official policy is available on the AP website at: http://www.ap.uci.edu/APM/apm390.html. This memo addresses the implementation of the formal policy for the Irvine campus, effective July 1, 2003. The new policy applies to (1) postdoctoral employees funded from research grants; (2) postdoctoral fellows and trainees funded from fellowships or traineeships paid through University accounts; and (3) postdoctoral fellows and trainees funded from fellowships or traineeships paid directly to the individuals by extramural agencies. Effective July 1, 2003, the policy provisions on the minimum salary/stipend, 100% appointments, and the five-year limit on time in postdoctoral status (with extensions up to a sixth year possible) are in effect for new postdoctoral scholar appointments; and the provisions on annual reviews, grievances, layoffs, and corrective action and dismissal take effect for all postdoctoral scholars. As indicated in my original memo, the Irvine campus has established a minimum salary range/stipend of $31,044, based on the current Postgraduate Researcher, Step I, salary. It is expected that all new appointments will be proposed in accordance with this salary minimum and the 100% appointment requirement. Guidelines for adjusting July 1 appointments previously approved below the required salary minimum and/or 100% appointment requirement will be forthcoming. Until the new title Postdoctoral Scholar-Employee (3252) is available January 2004 (pending the development of a new Postdoctoral Scholars' benefits package), new Postdoctoral Scholars paid as employees will continue to be appointed to the current titles of Postgraduate Researcher or Visiting Postgraduate Researcher, during the interim period of July 1, 2003, through December 31, 2003. However, these new appointees will be subject to all provisions of APM 390 with the exception of benefit coverage and sick and vacation leave accrual, which will continue in compliance with existing policies and provisions. The new titles for Postdoctoral Scholar-Fellow (3253) and Postdoctoral Fellow-Paid Direct (3254), are available immediately. All Postdoctoral Scholars who receive fellowship stipends either through RGS (Fellow) or paid directly from an appropriate outside agency (Paid Direct) must hold a "Without Salary" appointment in the appropriate title. Departments are expected to supplement any fellowship stipend which falls below the current UCI minimum salary/stipend of $31, 044.
