A.
BACKGROUND
Faculty
members are expected to contribute to their professions and to
the community. The policy on Outside Professional Activities of
Faculty Members (APM Policy 025, issued April 13, 1979 by
President Saxon) requires faculty members to file an annual report
to their department chairs or unit heads on those of their outside
professional activities which are related to their academic specialties.
In turn, chairs or unit heads are to consider these reported activities
as a part of their annual review of faculty members for possible
recommendations for advancement. Such reporting, therefore, is
an integral part of the University's advancement and review process.
B.
PROCEDURES
All
members of the Academic Senate, regardless of pay status, and
supervisors of Physical Education are required to report annually.
Reports should be submitted to the department chair or unit head.
NOTE: Administrators who hold Academic Senate titles, regardless
of percent of time, must also report.
It
is necessary that faculty report all professional activities (compensated
or not) which are related to their academic specialty and which
involve agencies other than the University, or programs not administered
through the University. It is not necessary, however, to attempt
to show time and effort spent on the activity (which will be collected,
independently, if necessary), nor is it necessary to indicate
whether or not the activities were compensated. Samples of activities
to be reported:
1.
Presenting invited lectures or papers at meetings.
2.
Acting as a reviewer or editor for journals, book manuscripts,
or conference proceedings.
3.
Serving as a committee member or an officer of a professional
or scholarly society, or providing professional services to
such societies.
4.
Providing professional, managerial, or technical services to
clients, private corporations, non-profit organizations, or
local, state, federal, foreign, or international governmental
agencies.
5.
Serving on a review board for funding agencies, such as NSF
or NIH.
6.
Serving on a committee, panel, or commission established by
a local, state, federal, foreign, or international governmental
agency.
7.
Testifying as an expert in administrative, legislative, or judicial
hearings.
8.
Practicing a profession on a part-time basis.
9.
Participating in or accepting a commission for a musical, dramatic,
dance, or other artistic performance or event not sponsored
by the University.
Reports
should be filed on Form UCI-AP-3, Annual Report of Outside
Professional Activities.
C.
REPORTING PERIODS
Reports
are for academic year periods (July 1 to June 30 of
each year), and faculty members should submit their reports to
the department chair or unit head by September 30 each year.
Department chairs are to take appropriate steps to assure that
the designated faculty members complete and submit the report
form annually.
1.
Academic year (9-month) faculty must report all activities
during the appointment period. In addition they may also report
outside professional activities undertaken during the summer period.
However, outside professional activities shall be reported when
a 9-month appointee is on 100 percent summer salary.
2.
Fiscal year (11-month) faculty must report all activities
during the period of academic service. If they wish, they may
report outside professional activities undertaken during vacation
periods. Outside professional activities must be reported when
an 11-month appointee is on 100 percent research funds during
a vacation period.
3.
Faculty whose appointments do not extend for a full appointment
period must report outside professional activities during
the period of their appointment. They may, if they wish, include
information that they feel is pertinent regarding activities
undertaken at other times during the year.
D.
RECORDS
The
reports will be kept on file in department offices and should
be consulted when academic personnel actions are considered. For
this reason, copies of the report for applicable years should
be included in each faculty member's file for the personnel review.
Under
University policy, the annual reports are considered to be non-confidential
in nature, and are subject to public inspection.
As
part of the implementation of this University policy, the Office
of the President regularly requests summaries of campus reports
on outside professional activities to ensure that the reporting
continues on a regular basis and is specific in content.
