RE: Revision in Process-Immigrant Visa Related Services
Last Fall, the University entered into partnership with the firm
of Paparelli & Partners, LLP, to assist faculty members and
other eligible academic appointees with their applications for
Permanent Residence. To date, we have sponsored 30 applicants,
several of which are in the final stages of approval. The purpose
of this memo is to clarify some issues that have been raised about
the funding for this service and to inform you of some recent
changes in federal processing requirements.
Update: For Regular Rank Faculty

Please forward Authorization forms on behalf
of newly recruited faculty to our office as soon as possible.
(NOTE: The 18 month eligibility period to file using Labor Certification
begins at the time the appointment letter was dated, not with
the effective date of the appointment.)

We would like to clarify some confusion about
the costs involved in the process. Based on an agreement between
the Deans and the Executive Vice Chancellor and Provost, the
expenses for the faculty member will be equally divided. Academic
Affairs will pay for half of the expenses and the remaining
portion will be transferred to the school. The total cost for
each petition has ranged from $4,500-$7,000, depending on the
complexity of the case.
However, all expenses on behalf of spouses
and dependents are the responsibility of the faculty member.
Faculty members will be informed by the attorney on the case
at the time of their initial interview that any expense associated
with filing on behalf of their dependents will be billed directly
by the firm to the faculty member. According to our contract,
these expenses have been pro-rated at $500 for the spouse
and for each dependent.

Some minor revisions have also been made to
the Authorization Form in order to provide additional contact
information. A revised copy is attached to this memo. The revised
form is available on the Academic Personnel web site at http://www.ap.uci.edu.
Update: Other Academic Appointees

A major change for sponsored academic appointees
in titles other than Regular Rank faculty is that it is no longer
possible for them to use attorneys from firms other than our
designated representative. Campus administration has authorized
Paparelli & Partners, LLP, to file employment based petitions
on behalf of the University. It is both cost and process effective
for the campus to centralize this area of support. If academics
in titles other than Regular Rank faculty are authorized for
sponsorship, they will need to work with our designated firm
to process their petition. The firm has agreed to apply the
same University contracted rate structure for all UCI academic
appointees.

Departments are reminded that Authorization
forms in support of sponsorship for academics who are not Regular
Rank faculty must be accompanied with a written commitment of
at least three years of funding for the position.

Minor revisions have been made to the Authorization
form to reflect the recent change in processing as well as to
update contact information. A copy of the Authorization Form
is attached.
