RE: Proposed Revisions to Academic Research Titles

Enclosed for formal review are guidelines for the proposed new APM 311, Project Scientist Series, as well as proposed revisions to APM 310, Professional Research Series. The purpose of revising the current policy and adding a new series is to enable departments to recruit, evaluate, and appropriately compensate two types of academic research positions. To aid in your review, a comparison summary chart of the two series is enclosed.

The draft APM 310 emphasizes that appointees to the Professional Research series are equivalent to ladder rank faculty in research, engage in independent research, function as Principal Investigators, and have the major responsibility and leadership function for their research programs.

The proposed APM 311 would add the Project Scientist as a new research series for appointees who make significant and creative contributions to a research program in any academic discipline. Appointees are not required to carry out independent research and would not normally serve as Principal Investigators.

Draft salary scales are included for the new Project Scientist series. No changes in salary are proposed for the Professional Research series, which would continue to be paid on the Professorial scales. Professional Researchers who voluntarily transfer to the new Project Scientist series will maintain their current salary until the next personnel review action. APM 620, Off-Scale Salaries, will be revised to allow off-scale salaries for Project Scientists.

Because this is a formal review, please post this proposed policy where affected employees and employee organizations may see it and be afforded the opportunity to review and comment on it. The proposed policies are also available online at the following URL:
